Title VI and Environmental Justice Planning MeetingRegional Corridor Plan 
(Approved May 2003)

     The product of the Regional Corridor Plan was the development of a Regional Thoroughfare Plan which is a long-range plan that represents the ultimate build-out of a thoroughfare system for the San Antonio area. A roadway network was created that met the goals of adequate spacing between arterials, filling in the gaps in the existing road system, developing continuous regional routes with reasonable connectivity outside the study area, and utilizing the MPO's 2025 travel demand forecasts to determine what portions of the existing network would exceed capacity and require relief corridors. The identification of roadways in the Plan also took into consideration the features of the natural environment including floodplains, severe slopes, the Edwards Aquifer recharge zone, and parklands. This project also evaluated local access management case studies and made recommendations on right-of-way preservation.

Unfortunately, very late in the development of this study, automaker Toyota announced that it would be constructing a manufacturing facility in south Bexar County. It is anticipated that this facility and its support businesses will create significant land uses changes from agricultural to industrial or residential use, requiring adequate transportation infrastructure.

During the development of the Regional Thoroughfare Plan, several stakeholder meetings were held to discuss the progress and results of the study. Briefings on the project were given to the City of San Antonio's Mayor's Office, the City of San Antonio's Assistant City Manager, the City of San Antonio's Land Development Services Committee, the City of San Antonio's Planning Commission, the Greater Bexar County Council of Cities, and the Bexar County Commissioner's Court. Other groups who were provided project information include the City of San Antonio Neighborhood Action Department, the Northwest Neighborhood Alliance, the Real Estate Council, and the San Antonio City Council's Quality of Life Committee.

Although recent state legislation has allowed, under certain guidelines, for an MPO to adopt a Regional Throughfare Plan, the San Antonio-Bexar County MPO has not yet adopted such a Plan.
