Title VI and Environmental Justice Planning Project

Public involvement is crucial to good transportation planning. "Historically under-served" segments of the community - usually low income and minority - are the least likely to offer public input, but may have the greatest transportation needs. The best way for transportation planners to know what these needs are and address them effectively is to be able to obtain first-hand information.
The Title VI and Environmental Justice Project was an 18-month effort to research, identify, test, evaluate and document effective outreach strategies to encourage participation of community residents who historically have not been involved in the development of transportation projects. A second purpose was to provide guidance to the transportation planning community to develop ways for reaching out to under-served populations in their area.
The Project produced a CD-ROM documenting the process and serves as a guide for others who wish to reach historically under-served populations.
