Clayton Elkins graduated from Texas A&M University–Corpus Christi where he pursued his childhood interests in computers and maps and earned a Bachelor of Science in Geographic Information Science emphasizing in Systems.  He is attuned to the importance of having a roadway system that keeps people moving from living in the Houston, Texas area and interning at the Corpus Christi Metropolitan Planning Organization.  We are glad to have Clayton on our team in serving the people of Bexar County and surrounding counties.

Born in St. Louis, Missouri, Scott Ericksen spent the majority of his life traveling, first as an Air Force dependent and then as an Army officer. He retired at Ft. Sam Houston in San Antonio , Texas as a Lieutenant Colonel with 23 years of military service in 1989. For the next few years he directed a downtown beautification project and then worked with a private public relations and marketing firm. In July 1994, he joined the San Antonio-Bexar County Metropolitan Planning Organization and is now the Public Involvement Coordinator. Scott holds a BA degree in International Relations from the University of California , an MS degree in Management Science from Central Texas University , and an MA degree in Public Administration from University of Texas – San Antonio .

Félix Escamilla joined the SA-BC MPO in June 2001 as Grants Coordinator and currently serves as Office Manager/HR Generalist. He is committed to providing us with sound, responsible spending and fair employment practices.

Jaclynn Fragoso

Jaclynn Fragoso is a native to San Antonio and graduated from McCollum High School. She is responsible for managing our main telephone line to directing visitors or callers to appropriate staff. She is also involved in desktop publishing efforts for our various committees and public outreach brochures and pamphlets. The SA-BC MPO has also capitalized on Jaclynn’s creative skills by having her assist in designing various public involvement publications.

Jeanne, a San Antonio native, has spent over half of her life in local transportation planning.  She graduated from the University of Texas at San Antonio with a Bachelor of Arts in Sociology.  Prior to joining us in December 1997, she worked for three years at the local Texas Transportation Institute office and eleven years at VIA Metropolitan Transit.  She particularly enjoys working with other transportation agency staff members, realizing these partnerships are integral to the success of any transportation project.

Zack joined the SA-BC MPO in April 2007 as Senior Transportation Modeler and leads its transportation modeling efforts by utilizing his twenty plus years of transportation modeling experience. He led demand modelers and traffic analysts in support of urban area modeling and corridor analysis for air quality attainment while employed at the Texas Department of Transportation. In addition, he provided technical support, training, and guidance for urban area travel demand modeling development and applications while employed at the Texas Transportation Institute.

Lydia Kelly

Lydia Kelly joined the MPO in January 2005.  She graduated from John Jay High School and has a Bachelor’s of Business Administration from the University of Texas at San Antonio.  Lydia retired from the United States Army Reserves as a Master Sergeant in 2004.  Since the third grade when she got her first bicycle, cycling and walking have been her preferred forms of transportation.  As the Bicycle/Pedestrian Planner, Lydia especially enjoys speaking to the public on the benefits of active, alternative transportation.  She truly believes that if we are going to reduce transportation congestion, carbon emissions and improve the overall health of the region, the community needs to embrace, and people need to be comfortable, with active forms of transportation such as walking, cycling and transit.

Stephanie joined us in November 2008 as Regional Transportation Planner. Prior to joining our team, Stephanie spent three years with the Houston-Galveston Area Council as a Senior Transportation Planner, where she worked on air quality, transportation planning and public involvement. She had also worked at the North Central Texas Council of Governments’ Transportation Department while pursuing her Master in Public Administration degree at the University of Texas at Arlington. We have also profited from Stephanie’s Bachelor of Arts in Sociology from Baylor University as she is actively involved in our public involvement efforts.

Kelly Marquis joined the MPO as the Grant Financial Coordinator in January 2008. She attended college at the University of Minnesota, earned a BBA from Metropolitan State University, and is currently attending the University of Texas in pursuit of a Master's Degree in Public Administration and Certificate in Urban Planning.

Cecilio Martinez

Cecilio has over 13 years of experience in GIS and joined us in July 2003.  He manages and maintains various websites for the SA-BC MPO and leads special multimedia and GIS intensive transportation planning projects.  Cecilio participates and is instrumental in creating GIS related forums or committees to achieve synergy among our partner agencies in delivering visual solutions to our community.

Sid is a native of San Antonio and joined us in September 2003 as Senior Transportation Planner.  He earned a Bachelor of Arts in Political Science and a Master of Business Administration degree from Texas State University-San Marcos.  Prior to joining us, he worked as a liaison between the Texas Department of Transportation’s Transportation Planning and Programming Division in Austin, Texas and several MPOs across the state.  In addition, he had served as the Assistant Director of the Greater San Marcos Economic Development Council while pursuing his graduate studies.  Our Transportation Policy Board appointed Sid as Interim Director in December 2005 and named him Director of the San Antonio-Bexar County Metropolitan Planning Organization in May 2007.  In September 2007, the San Antonio Business Journal recognized him as one of San Antonio’s “40 Rising Stars Under 40.”

Nick Page joined the SA-BC MPO in June 2005 and serves as the Air Quality/Environmental Planner. Nick earned a Bachelor of Arts in Political Science and Public Administration and a Master of Arts in Political Science with a focus on rational choice theory from Midwestern State University. In addition to his duties in Air Quality planning, Nick supports the Congestion Management Process, the Planning and Environment Linkages initiative, and Freight Planning.

Ambar Perez is a native to Piedras Negras, Coahuila (México) and earned a Bachelor’s of Arts Degree from St. Mary’s University. She joined us in February 2008 as Senior Administrative Assistant; consequently, responsible for drafting Transportation Policy Board and other assigned committee minutes to assisting management with various administrative tasks. In addition, we have profited from Ambar’s bilingualism in delivering outstanding transportation products, particularly our Spanish videos and documents, to the public.

Gregory David Ruiz is a native of San Antonio and earned a Bachelor of Arts in Geography-Cartography/Geographic Information Systems from Texas State University-San Marcos. Before joining the SA-BC MPO in September 2007, he worked for the Mexican American Legal Defense Fund’s statewide redistricting efforts and the City of San Antonio’s Planning and Public Works departments. He works closely with our Senior Transportation Modeler in providing modeling support for our Metropolitan Transportation Plan.

Mona Lisa joined the SA-BC MPO in September 1999 and has expanded her responsibilities as we have expanded our administrative, planning, and public involvement efforts by serving as an administrative assistant to serving as our Public Involvement/Multimedia Para-Professional. Mona cooperatively directed, designed, and developed four Spanish videos and the Association of Metropolitan Planning Organization honored us with their National Award for Outstanding Public Engagement in Metropolitan Transportation Planning in 2009. Mona has earned an Associate’s Degree in Arts and Photography and we have benefitted from her education through her various photographs, brochure designs, and video products.
