Notification of FY 2013-2016
Transportation Improvement Program Development
The San Antonio-Bexar County Metropolitan Planning Organization (MPO) has issued a call
for projects for the FY 2013-2016 Transportation Improvement Program (TIP). The
development of the TIP is a process by which federal transportation funds are allocated to
major road, street, highway and public transportation projects within the San Antonio-Bexar
County Metropolitan Area.
Federal funding programs being considered by this call for projects are those funded
through the Surface Transportation Program – Metropolitan Mobility (STP-MM) program, the
Job Access Reverse Commute (JARC) and the New Freedom (NF) transit programs. All
three programs are reimbursable programs.
Contingent upon the availability of federal funding, the expected STP-MM amount available
for this program call is $50,000,000. The STP-MM projects require a minimum 20% local
match; every project submitted will need to include a formal commitment of this local
match. Generally, only roadway projects on functionally classified roadways are eligible for
federal funding. Projects on local or residential streets do not qualify for federal
transportation funds and cannot be considered for the TIP. If an agency submits more than
one project, the MPO requires the agency to prioritize their projects. The projects selected
for funding will be placed in fiscal year 2015 or 2016 of the TIP and the implementing
agency commits to developing and letting selected projects in that timeframe.
The required local match for the JARC and NF programs varies by project type. Please
consult federal guidelines for eligible projects and requirements under these two programs.
Each project proposed will also need to include a formal commitment of the local match.
