b.         Transportation Policy Board Workshop is scheduled for Friday, November 4, 2011 at 8:30 a.m. at the VIA Metro Center located at 1021 San Pedro

c.         November and December Transportation Policy Board meetings are combined into one meeting that will be held on Monday, December 5, 2011 at 1:30 p.m. at the VIA Metro Center

d.         Calendar of 2012 and 2013 Transportation Policy Board meetings is provided

e.         GIS Day will be held on Friday, November 18, 2011 at the NEISD Learning Center; more information can be found at www.sagisday.com

f.          The MPO Office will be closed on Friday, November 11th in observance of Veterans Day and November 24th and 25th for the Thanksgiving Holidays.

3.         Approval of the September 26, 2011 Meeting Minutes (PDF)

 

Hearing no comments on the September 26, 2011 meeting minutes, Commissioner Tommy Adkisson declared the meeting minutes approved.

 

 

All items under the Consent Agenda are acted upon collectively unless opposition is presented, in which case, the contested item will be considered, discussed and appropriate action taken separately.

 

4.         Action on Amendments to the FY 2012-2013 MPO Budget Document (Unified Planning Work Program)

Councilman William Weeper moved and Dean Danos seconded the motion to approve the Consent Agenda. The motion was unanimously approved.

6.         Action on Amendment to the Long Range Transportation Plan (Metropolitan Transportation Plan) and the Short Range Transportation Plan (FY 2011-2014 Transportation Improvement Program) (Audio) ; Part II

Councilman Kevin Wolff moved and Dean Danos seconded the motion to waive the MPO’s Transportation Plan and Transportation Improvement Program amend-ment process and enter into a public hearing. The motion was unanimously approved.  

Councilman Kevin Wolff moved and Senator Jeff Wentworth seconded the motion to approve the amendments to the Metropolitan Transportation Plan and the FY 2011-2014 Transportation Improvement Program with the provision to specify in the TIP that the City of San Antonio $30M from 2012 Bond will be matched by $30M of the $112M TMF dollars to be used to build the four non-tolled northern connectors of the US 281/Looop 1604 interchange and specify that priority phasing be given to these northern connectors.   The motion was unanimously approved.

a.         Don Dixon commended Commissioner Kevin Wolff for his work on the non-tolled   projects.

7.         Action on the Appointment of a Transportation Policy Board Committee for the Non-Governmental, Ex-Officio Alternate Position (Audio)

 

Ms. Mary Briseño moved and Commissioner Kevin Wolff seconded the motion to appoint Transportation Policy Board members Mayor Chris Riley, Councilman William Weeper and  Councilman Ray Lopez to serve on the Nominating Committee. The motion was unanimously approved.

 

 

8.         Presentation of Proposed Revisions to the MPO’s Policy 6:  Guidelines for Programming Projects in the Transportation Improvement Program (Audio)

11.       Citizens to Be Heard (Audio)

 

a.         James Rodarte stated his opinion on the traffic congestion on Frio City Road and Zarzamora Street.

 

b.         Jose Melendez encouraged the attendance at a public meeting being held in support of relieving traffic        congestion on Frio City Road and Zarzamora Street.

 

c.         Jesse Guzman expressed his support to citizen James Rodarte.  He stated his opinion on how the city is being      affected through the congestion on Zarzamora Street.

 

d.         Naziriteh Perez stated emergency response is being affected by the traffic congestion on Zarzamora street.

 

e.         Don Dixon expressed his opinion on the US 281/Loop 1604 project funding.   He suggested the Texas    Department of Transportation (TxDOT) take over the project and avoid duplication of duties with the Alamo        Regional Mobility Authority (RMA).

 

 

12.       Discussion and Appropriate Action on Agenda Items for Upcoming Transportation Policy Board Meetings

13.       Executive Session – Pursuant to Chapter 551, Subchapter D, Texas Government Code

 

At any time during the meeting of the MPO Transportation Policy Board, the Board reserves the right to adjourn into Executive Session at any time to discuss any of the matters listed on the posted agenda, as authorized by Texas Government Code Section 551.071 (consultation with attorney), Section 551.072 (deliberations about real property), Section 551.074 (personnel matters), and Section 551.086 (economic development).

 

 

There being no further business, the meeting was adjourned at 3:00 p.m.
