a.         Welcome new member

b.         The draft Pedestrian Safety Action Plan is scheduled for presentation at the January TPB meeting

c.         Transportation Policy Board Workshop has been rescheduled for January 2012.

d.         The MPO Office will be closed on Monday, December 26th in observance of Christmas Day, on Monday, January 2nd in observance of New Year’s Day and Monday, January 16th in recognition of Martin Luther King Day,

4.         Approval of the October 24, 2011 Meeting Minutes (PDF)

 

Mayor Chris Riley moved and Commissioner Kevin Wolff seconded the motion to approve the October 24, 2011 Meeting Minutes. The motion was unanimously approved.

 

 

All items under the Consent Agenda are acted upon collectively unless opposition is presented, in which case, the contested item will be considered, discussed and appropriate action taken separately.

 

5.         Action on Revisions to the MPO’s Policy 6: Guidelines for Programming Projects in the Transportation Improvement Program

Councilman William Weeper moved and Councilman Ray Lopez seconded the motion to approve the Consent Agenda. The motion was unanimously approved.

 

 

Items for Individual Discussion and Appropriate Action

 

7.         Action on the Appointment of a City of San Antonio Transportation Policy Board Member to the MPO’s Executive Committee

 

Councilman Ray Lopez moved and Commissioner Chico Rodriguez seconded the motion to appoint Councilman Carlton Soules, City of San Antonio Transportation Policy Board member, to serve on the MPO’s Executive Committee. The motion was unanimously approved.

 

 

8.         Action on the Appointment of the Non-Governmental, Ex-officio Alternate Member to the Transportation Policy Board

 

Councilman William Weeper moved and Councilman Ray Lopez seconded the motion to appoint Ivan Jaime to serve as the non-governmental, ex-officio alternate member for the term January 2012 through December 2012.  Ivan Jaime will then serve as the primary non-governmental, ex-officio member for the term January 2013 through December 2013.  The motion was unanimously approved.

 

 

9.         Presentation of Amendments to the Long Range Transportation Plan (Metropolitan Transportation Plan and the Short Range Transportation Plan (FY 2011-2014 Transportation Improvement Program)

11.       Action on the Regional Toll and Managed Lane Analysis

            Citizens to be Heard:

 

            a.         Don Dixon stated his opinion on the Regional Toll and Managed Lane Analysis.        He recommended the TPB to approve this document until the citizens reviewed it.

 

Commissioner Kevin Wolff moved and Councilman Ray Lopez seconded the motion to adopt the Regional Toll and Managed Lane Analysis.  Further move to allow MPO staff to address any further comments by the Federal Highway Administration without requiring the item to be brought back to the TPB for action.  The motion was unanimously approved.

13.       Citizens to Be Heard

 

a.         James Rodarte stated his opinion on the traffic congestion on Frio City Road and Zarzamora Street caused by the Union Pacific Railroad tracks.  He recommended the City of San Antonio to place it on a project list so that it could begin the project selection process.  In addition, he asked TPB members for support in funding this project.

 

b.         Jesse Guzman expressed his opinion on traffic congestion on the US 90 at Zarzamora.  He mentioned access ramps on US 90 at Zarzamora Street relieving congestion.

 

 

14.       Discussion and Appropriate Action on Agenda Items for Upcoming Transportation Policy Board Meetings

 

This item was not considered.

 

 

15.       Executive Session – Pursuant to Chapter 551, Subchapter D, Texas Government Code

 

At any time during the meeting of the MPO Transportation Policy Board, the Board reserves the right to adjourn into Executive Session at any time to discuss any of the matters listed on the posted agenda, as authorized by Texas Government Code Section 551.071 (consultation with attorney), Section 551.072 (deliberations about real property), Section 551.074 (personnel matters), and Section 551.086 (economic development).

 

 

There being no further business, the meeting was adjourned at 3:00 p.m.
