3.         Action on the Appointment of State Delegation Member to serve on the MPO Transportation Policy Board (Audio)

 

Councilman William Weeper moved and Councilman Reed Williams seconded the motion to appoint State Representative Joe Farias to serve on the Transportation Policy Board for the term December 2011 through December 2012. The motion was unanimously approved.

 

 

4.         Approval of the July 25, 2011 Meeting Minutes (PDF)

 

Mayor Chris Riley moved and Councilman Reed Williams seconded the motion to approve the July 25, 2011 meeting minutes. The motion was unanimously approved.

 

 

5.         Action on the MPO’s FY 2012 Staff Operating Budget (Audio)

 

           

Mayor Chris Riley moved and Mary Briseño seconded the motion to approve the FY 2012 MPO Staff Budget. The motion was unanimously approved.

 

 

6.         Action on a Resolution of Support for the City of San Antonio’s Federal Grant Application (Office of Economic Adjustment) (Audio)

           

Councilman Reed Williams moved and Commissioner Chico Rodriguez seconded the motion to approve the Resolution of Support for the City of San Antonio’s Office of Economic Adjustment, Department of Defense grant application. The motion was unanimously approved.

 

7.         Action on a Resolution of Support for VIA Metropolitan Transit’s Transportation Investment Generating Economic Recovery (TIGER) III Grant Application (Audio)

Dean Danos moved and Mayor Chris Riley seconded the motion to approve the Resolution of support for VIA Metropolitan Transit’s TIGER III grant application. The motion was unanimously approved.

 

 

8.         Presentation on the IH 35 Planning and Environmental Linkages Study (Audio)

a.         Don Dixon stated that he suggested to TxDOT to fund the U.S 281 N project during a Statewide meeting for the Unified Transportation Program.

9.         Discussion and Appropriate Action on Reconsideration of Proposition 12 Funding Decisions made at the July 25, 2011     Transportation Policy Board Meeting- Invited Testimony- Terri Hall and Don Dixon (Audio)

            Citizens to be Heard:

 

a.         Don Dixon addressed the board regarding historical funding figures from the Texas Department of Transportation.  Mr. Dixon noted that he felt that the San Antonio region had not received its “fair-share” of funding over the last several years.

 

b.         Terri Hall addressed the board in regards to funding from Proposition 12.  Ms. Hall advocated that the Board use the region’s Proposition 12 allocation on the US 281 corridor.

a.         Terri Hall expressed her opinion on the process of how projects are being added to the long term plan and the funding constraints attached to projects.

a.         James Rodarte stated his opinion on the traffic congestion on Frio City Road and Zarzamora Street as a continuing problem to            this area and appreciates the TPB in finding a solution.

 

 

13.       Discussion and Appropriate Action on Agenda Items for Upcoming Transportation Policy Board Meetings

14.       Executive Session – Pursuant to Chapter 551, Subchapter D, Texas Government Code

 

At any time during the meeting of the MPO Transportation Policy Board, the Board reserves the right to adjourn into Executive Session at any time to discuss any of the matters listed on the posted agenda, as authorized by Texas Government Code Section 551.071 (consultation with attorney), Section 551.072 (deliberations about real property), Section 551.074 (personnel matters), and Section 551.086 (economic development).
