2.         Director’s Report (Audio)

 

a.         2010 Ozone Season begins on April 1st

b.         Annual audit was conducted March 15th through March 26th; the audit report will be presented at the April TPB meeting

c.         The Lone Star Rail District will provide a project update at the April TPB meeting

d.         The MPO’s Pedestrian Mobility Advisory Committee Chair position is open

e.         Status of the FY 2011-2014 Transportation Improvement Program

f.          TxDOT’s Texas Transportation Plan Update

g.         The 14th Annual Walk & Roll Fest will be held on Saturday, May 15th from 8:00 a.m. to noon at HemisFair Park

h.         The May TPB meeting will be moved to Monday, May 17th at 1:30 p.m. at the VIA Metro Center

i.          MPO Office will be closed on April 2nd in observance of Good Friday and April 23rd for Battle of Flowers Holiday

3.                  Discussion and Appropriate Action on the January 25, 2010 Meeting Minutes

 

Mr. Mike Frisbie moved and Councilwoman Jennifer Ramos seconded the motion to approve the January 25, 2010 meeting minutes.  The motion was unanimously approved.

 

 

4.                  Discussion and Appropriate Action of the Non-Governmental, Ex-officio Alternate member to the Transportation Policy Board (Audio)

 

Councilman John Clamp moved and Councilman Bill Weeper seconded the motion to appoint Mr. Lou Fox to serve as the non-governmental, ex-officio alternate member for the term April 2010 through December 2010.  Mr. Fox will then serve as the primary non-governmental, ex-officio member for the term January 2011 through December 2011.  The motion was unanimously approved.

 

 

5.                  Discussion and Appropriate Action on Bicycling Issues (Audio)

 

a.         Presentation of the Final Report for Subtask 2.3 Support for Bicycle and Pedestrian Planning (Road Diet Study) – Sprinkle Consulting, Inc.

 

b.         Action on Revisions to the Bicycle Mobility Advisory Committee By-laws

 

Councilman John Clamp moved and Councilwoman Jennifer Ramos seconded the motion to approve the revised Bicycle Mobility Advisory Committee By-laws.  Commissioner Chico Rodriguez abstained.

 

c.         Action on the Contract Award for Subtask 2.5 Bicycle Travel Patterns Study – MPO

 

Councilwoman Jennifer Ramos moved and Councilman Ray Lopez seconded the motion to approve authorize the MPO Director to negotiate and execute a contract for the conduct of the Bicycle Travel Patterns Study.  The motion was unanimously approved.

 

 

6.         Discussion and Appropriate Action on Conducting a Study of Toll and Non-Toll Projects (Audio)

 

Councilman Reed Williams moved and Councilwoman Jennifer Ramos seconded the motion to accept following the ARMA’s EIS process and returning the funding.  The motion was unanimously approved.

 

 

7.         Discussion and Appropriate Action on a Letter of Support for Projects Submitted by the City of Helotes for Congressional Appropriations (Audio)

 

Councilwoman Jennifer Ramos moved and Councilman John Clamp seconded the motion to authorize the MPO Chair to sign the letter of support for projects submitted by the City of Helotes for congressional appropriations.  The motion was unanimously approved.

 

 

8.         Presentation of Proposed Revisions to MPO Policies (Audio)

9.         Discussion and Appropriate Action on the Federal Economic Stimulus Program (Audio)
