d.         The May TPB meeting will be moved to Monday, May 17th at 1:30 p.m. at the VIA Metro Center

e.         Pass Through Financing Proposals are due to TxDOT by 3:00 p.m. on May 11, 2010

f.          Traffic Signal Re-timing Study V Request for Proposals will be issued on Monday, May 24th; the contract award is scheduled for the July TPB meeting

g.         American Recovery and Reinvestment Act Project Cost Underruns

3.                  Discussion and Appropriate Action on the March 29, 2010 Meeting Minutes (PDF)

 

Gloria Arriaga moved and Councilman Bill Weeper seconded the motion to approve the March 29, 2010 meeting minutes.  The motion was unanimously approved.

 

 

All items under the Consent Agenda are acted upon collectively unless opposition is presented, in which case, the contested item will be considered, discussed and appropriate action taken separately.

Councilman John Clamp moved and Councilman Ray Lopez seconded the motion to approve the Consent Agenda.  The motion was unanimously approved.

9.         Discussion and Appropriate Action on the MPO’s Annual Audit Report (October 1, 2008 through September 30, 2009) (Audio)

 

Councilman John Clamp moved and Gloria Arriaga seconded the motion to approve the Audit Report for Fiscal Year ending September 30, 2009 as presented. The motion was unanimously approved.

 

 

10.       Status Report on the Austin-San Antonio Passenger Rail Project (Audio)

11.       Discussion and Appropriate Action on Revisions to MPO Policies and Subsequent Revisions to the Continuing Phase Agreement (Audio)

Mayor Chris Riley moved and Councilwoman Jennifer Ramos seconded the motion to adopt the proposed revisions to MPO Policy 1: Transportation Policy Board, Policy 3: San Antonio-Bexar County Metropolitan Planning Organization Operations and Policy 4: Procedures for Unified Planning Work Program Studies.

 

            Further move to adopt a new MPO policy, Policy 7: Ethics Policy.

 

            Further move to adopt the proposed revisions to the Continuing Phase Agreement and forward the document to the signatory parties for action.

 

 

12.       Discussion and Appropriate Action on a Resolution Supporting the Implementation of Bicycle Facilities (Audio)

Commissioner Kevin Wolff moved and Ms. Mary Briseño seconded the motion adopting the resolution supporting the implementation of bicycle facilities and forwarding the information on to the appropriate agencies and entities. The motion was unanimously approved.
