4.         Approval of the August 24, 2009 Meeting Minutes (PDF)

 

Councilwoman Jennifer Ramos moved and Mario Medina seconded the motion to approve the August 24, 2009 meeting minutes.  The motion was unanimously approved.

 

 

5.         Discussion and Appropriate Action on Adoption of the MPO’s FY 2010 Staff Operating [Line Item] Budget (Audio)

Councilman John Clamp moved and Mario Medina seconded the motion to approve the adoption of the MPO’s FY 2010 Line Item Budget.  The motion was unanimously approved.

7.         Discussion and Appropriate Action on Roadway and Transit Amendments to the Long Range Transportation Plan [Metropolitan Transportation Plan] and the FY 2008-2011 Short Range Transportation Plan [Transportation Improvement Program] (Audio)

 

In accordance with the MPO’s Policy 6, to the extent possible, amendments to delete a project or significantly change the scope of work of a project will be explicitly listed on both the presentation and action agendas for the Transportation Policy Board meetings.

 

The following transit projects are proposed by VIA Metropolitan Transit to be deleted:

 

a.                  SH 151 Corridor Passenger Facility (MPO Project Numbers: 9802.2 and 9802.3)

b.                  Southwest Passenger Facility Site Selection Study (MPO Project Number: 9809.1)

c.                  Software Purchase (MPO Project Number: 9212.2)

d.                  Capital Cost of Contracting: Purchased Transportation Expenses (MPO Project number 9702.3)

 

The following projects are proposed to have their scopes of work significantly revised:

 

e.         CSJ 0253-04-138: U.S 281 North from 0.2 miles north of Loop 1604 to Bexar County/Comal County Line

 

Revise scope and cost; revise cost from $475 million to $200 million utilizing $60 million in Prop 14 funds and $160 million in Texas Mobility Funds (TMF); build grade separations; expand to 6-8 lane non-tolled controlled access highway

 

            f.          CSJ 0253-04-139: US 281/Loop 1604 Interchange

 

Revise scope and funding categories: build 8 non-toll ramps (direct connectors) move $60 million in Prop 14 funds to the U.S. 281 project (CSJ 0253-04-138); replace with $60 million in TMF

 

 

g.                  CSJ 2452-01-910: Loop 1604 from SH 151 to SH 16

 

Revise scope and cost: revise cost from $243 million to $200 million, utilizing $200 million in Prop 12 funds.  Build grade separations and expand to 6-8 lane non-toll controlled access highway

 

 

            h.         CSJ 0291-10-055: SH 16 (Bandera Road) from IH 410 to FM 1517

                        CSJ 0291-10-065: SH 16 (Bandera Road) from FM 1517 to Loop 1604

 

Remove SH 16 (Bandera Road) from IH 410 to Loop 1604 from the MTP as a toll road and as a CDA

           

[Note: the two projects under item 7h are only in the MTP. The planned letting year is 2015 which is outside the timeframe of the current TIP]
